Nehalem Bay State Park on a sand spit between the Pacific and Nehalem Bay, just a sand dune away from a very nice beach.  There are shore pines and a large campground with yurts.  Some sites have good tree cover, and some are more open.  Being on the coast and on a spit, it can be windy.  There's a good horseback tour concession here and a bike/walking path. There are also kayak rentals for the bay, though I didn't see that when here.  There's a 2400-foot runway for light planes and a basic campground just for those who fly in.  Additionally, there's a good camp for horse owners with 17 primative sites.  There are some new restrooms with showers and other facilities, picnicking areas, and a playground.  Tons of kids were wheeling around on bikes, having a blast.  Open year round.
